The Foreign Minister, Ashour Ben Khayal, has denied the existence of any foreign military presence in Libya. The presence of foreign troops would be unacceptable to the Libyan people, he said.
He was responding to a question about rumors that Libya would be paying NATO compensation for its role in last year and this would take the form of Libya agreeing to allow NATO to establish military bases in the country.

A senior Libyan Army military intelligence official [before war] was assassinated in Benghazi yesterday in what is being described as a hit list killing.
Suleiman Buzraidah was killed on Saturday evening by a single shot fired from a white Chevrolet while he was going to Isha prayers near his home in the city’s Al-Leithi district. He was rushed to Benghazi Medical Centre but died shortly afterwards.
“It was a very professional killing”, said one Benghazi resident who lives nearby. “They were clearly waiting for him.”
It is being reported that Buzraidah was number 12 on a death list drawn up by Islamist vigilante group. The list to contain 106 names of Libyan officials [before war]. Buzraidah was a colonel in the former regime but was said to have continued to work for the NTC.
The Buzraidah killing and the attacks are reported to have increased fears in the city that there will be more bloodshed.
“People very nervous about it,” said Salah Benali who works for a UN agency in Benghazi. “They fear that it will start revenge attacks and that there will be more killings.”

= NATO'S LIBYA The weapons bonanza, disappearing money, and wave of refugees have played out differently across the country. In Libya, militias, which amassed vast quantities of weapons during the war, are refusing to relinquish them to the interim government. Some groups, including the one in Tripoli, are comprised of jihadists.
Meanwhile, other groups -- tribes and private citizens -- are building their own arsenals against a background of resurgent tribalism and regionalism.
The Misratans and the Zintanis, for example, have established domination over resource-rich areas. Some in Cyrenaica, which boasts most of the country's oil reserves, are threatening to secede from Libya. Meanwhile, the Toubou tribe is fighting the Zwei in Kufra and Sebha, near the borders with Niger and Chad; the Toubou have also threatened to secede.
The Amazigh tribe is taking on the Arabs in the west, near the Tunisian border.
And Libyan Tuaregs are locked in battle with Zintans in Ghat, near the Algerian border. Any of these conflicts could spill over soon.

On 19 July in a camp housing Tawerghan refugees in Benghazi in which aTawerghan was deliberately run over by a car. This then led to in violent clashes in the camp.
During NATO/NTC'a war 35,000 people were expelled from Tawerghaafterwards by Misratan bandits. It is now a ghost town. They are now displaced in several locations throughout the country. The largest single group are living at the Naval Academy at Janzour, west of Tripoli.
= TAWERGHA CAMP JANZUR[TRIPOLI] - A British journalist has been deported from Libya for "carrying out unauthorised filming" at a military base on the outskirts of Tripoli.
Sharon Ward, a freelance broadcaster, was arrested at the Janzour Naval Academy on Thursday afternoon, where she had been documenting the plight of2,000 Libyan refugees for Tawergha city currently housed at the facility.
“I had obtained permission to film from the leader of the refugees there”, New Zealand-born Ward told before her deportation yesterday. “From day one I believed that would be sufficient”.
What the journalist had failed to do, however, was inform the authorities at Janzour, although she managed to film for three hours before anybody thought to stop her.
Ward’s situation was further exacerbated by the fact that the refugees on the base were from Tawergha - city with genocidal signature of NTC gangs.

At the Foreign Affairs Council held in Brussels on 23 July 2012, Deputy Prime Minister and Minister of Foreign Affairs, Tonio Borg, appealed once again to the EU to assist Libya in border management.
He welcomed the EU’s readiness to provide further assistance to the Libyan authorities, particularly in the areas of security and border management. EU Foreign Ministers held an exchange of views on the latest developments in Libya in light of the elections for the national general congress of 7 July 2012 and discussed EU assistance to Libya.
The Deputy Prime Minister welcomed the significant changes brought about through the elections in Libya, which should lead to the first democratically elected government by August. Dr Borg welcomed Mahmoud Jibril’s victory at the polls for the Constituent Assembly through elections conducted in a free and fair manner, and which is expected to lead to a secular and liberal coalition government. He also welcomed the fact that 16.5% of the seats of the constituent assembly were won by female candidates.

The militias continue to fight one another, to exact revenge on real or imagined Qaddafi sympathizers, to torture innocent civilians, and to contemptuously disregard the authority of the state.
"Unless urgent action is taken to establish the rule of law and respect for human rights," the report concludes, "there is a very real risk that the patterns of abuse that inspired the ‘17 February Revolution' will be reproduced and entrenched."
= Italy court unfreezes Libya's Eni stake
ROME (Reuters) - An Italian court has unfrozen shares in Italian oil and gas group Eni held by the Libyan Investment Authority (LIA) on behalf of the family of Libyan leader Muammar Gaddafi, judicial sources said on Monday.
The 0.58 percent stake in Eni was seized earlier this year, together with a series of other Italian assets, at the behest of the International Criminal Court.
At the time of the seizure the assets held by LIA were worth an overall 1.3 billion euros.
The Court is expected to rule in September on unfreezing the remaining assets which include a stake in Italy's largest bank UniCredit.

The charred remains of the child were found in the grounds of a local high-school several days after her murder, believed to have been on 8 July.
It is understood that the baby was born out of wedlock, and there have been suggestions that the man chose to rid himself of the girl as opposed to facing the consequences of his actions.
