Letter to Dr. Mahmoud Jibril from Brad Sherman - United States Congress

Dear Dr. Jibril,
I serve as the Ranking Member of the Foreign Affairs Subcommittee on Terrorism, Nonproliferation, and Trade in the House of Representatives. I have monitored U.S.-Libyan relations for many years, and am hopeful that we can usher in a new era of close relations. In that vein, I urge the Transitional National Council to adopt the following two policies.
First, a formal resolution by the Council should direct that funds of the Qaddafi family and Qaddafi government frozen by the United States should be used to defray the cost of the U.S. military for actions benefiting the Libyan people. The full cost of such activities should be included in the amount transferred from those seized assets to the U.S. Treasury.
In addition, to the extent that the U.S. engages humanitarian efforts and other non-military activities in support of the Libyan people, the seized or frozen funds should be used to fully compensate the American taxpayer for any such expenditures.
Second, all persons who have materially supported al-Qaeda, or the Libyan Islamic Fighting Group (LIFG), or have materially supported or engaged in hostile activities against American forces in Afghanistan or Iraq, should be barred from service in the military or civilian operations of the Transitional National Council of Libya.
Further, I urge you to address the activities of Mr. Abdel-Hakim al-Hasidi, who boasts of actions which led to the death of American soldiers in Iraq and Afghanistan, and who claims to be a commander of rebel forces. Even if Mr. al-Hasidi's comments boasting of taking action designed to kill many dozens of American soldiers are entirely fabricated, such claims should disqualify him from serving in any capacity. Is the Transitional National Council willing to extradite Mr. al-Hasidi, whose comments clearly point to a probable cause that he has attempted to murder Americans?
