“While NATO’s ‘Operation Unified Protector’ has revealed strains within the Alliance and foreshadows future challenges, the Libya operation is a great success.”

"That is the conclusion of Atlantic Council Executive Vice President Damon Wilson in his Strategic Advisors Group issue brief, released as leaders of the Transitional National Council meet today in Paris with leading diplomats from around the world to discuss a post-Qaddafi Libya. Wilson’s brief, entitled “Learning from Libya: The Right Lessons for NATO,” makes the case that the Alliance’s accomplishment of its objectives in Libya at such a low cost is a testament to NATO’s unique strengths, even as it spotlights growing concerns about falling European defense spending and ambivalent US leadership within the Alliance.
Wilson’s brief caps a flurry of events, media appearances, and publications from Atlantic Council staff on Libya that have integrated the range of regional and functional expertise with the Council’s various programs and centers.

The Council responded quickly to the fall of Tripoli by hosting a conference call for its members with US Ambassador to Libya Gene Cretz on Monday, August 22. Days later, on Friday, August 26, the Council hosted a collaborative, televised event among the Program on International Security, the Rafik Hariri Center for the Middle East, and the Michael S. Ansari Africa Center entitled, “To the Shores of Tripoli: What Qaddafi’s Demise Means for Libya, NATO, and the Arab Awakening .” Other events related to the "Arab Spring" are :

    * June 1, 2011 - Uncertain Forecast in North Africa: Preventing the "Arab Spring" from becoming the "Season of Discontent"

    * March 22, 2011 - Discussion on Arab World Turmoil with Morocco's Minister of Foreign Affairs

The Council’s growing status as the go-to institution on NATO analysis was also highlighted by an array of interviews of Council staff and fellows on the BBC, Voice of America, al Jazeera, CSPAN’s Washington Journal, ABC News Radio, Bloomberg, Reuters, NPR’s All Things Considered, The Washington Post, and other outlets."[1]

Letter to Dr. Mahmoud Jibril from Brad Sherman - United States Congress

BradSherman
United States Congress
May12,2011

Dr. Mahmoud Jibril Interim Prime Minister Transitional National Council of Libya 2201 Wyoming Ave, NW Washington, DC 20008

Dear Dr. Jibril,
I serve as the Ranking Member of the Foreign Affairs Subcommittee on Terrorism, Nonproliferation, and Trade in the House of Representatives. I have monitored U.S.-Libyan relations for many years, and am hopeful that we can usher in a new era of close relations. In that vein, I urge the Transitional National Council to adopt the following two policies.
First, a formal resolution by the Council should direct that funds of the Qaddafi family and Qaddafi government frozen by the United States should be used to defray the cost of the U.S. military for actions benefiting the Libyan people. The full cost of such activities should be included in the amount transferred from those seized assets to the U.S. Treasury.
In addition, to the extent that the U.S. engages humanitarian efforts and other non-military activities in support of the Libyan people, the seized or frozen funds should be used to fully compensate the American taxpayer for any such expenditures.
Second, all persons who have materially supported al-Qaeda, or the Libyan Islamic Fighting Group (LIFG), or have materially supported or engaged in hostile activities against American forces in Afghanistan or Iraq, should be barred from service in the military or civilian operations of the Transitional National Council of Libya.
Further, I urge you to address the activities of Mr. Abdel-Hakim al-Hasidi, who boasts of actions which led to the death of American soldiers in Iraq and Afghanistan, and who claims to be a commander of rebel forces. Even if Mr. al-Hasidi's comments boasting of taking action designed to kill many dozens of American soldiers are entirely fabricated, such claims should disqualify him from serving in any capacity. Is the Transitional National Council willing to extradite Mr. al-Hasidi, whose comments clearly point to a probable cause that he has attempted to murder Americans?
Sincer
BRAD SHERMAN
Member of Congress
